As per the directions of National Legal Services Authority, New Delhi and Punjab State Legal Services Authority, SAS Nagar, a National Lok Adalat was organized on 12.12.2020 at District Court Complex, Barnala under Sh. Virinder Aggarwal, Ld. District & Sessions Judge-cum-Chairman, District Legal Services Authority, Barnala.
Sh. Virinder Aggarwal informed that to dispose of all type of Pre-Litigative and Pending cases by compromise, total 6 benches of Sh. Lalit Kumar Singla, Ld. Principal Judge, Family Court, Sh. Barjinder Pal Singh, Ld. Addl. District & Sessions Judge-I, Sh. Amrinder Pal Singh, Ld. Civil Judge (Sr. Div.), Sh. Vineet Kumar Narang, Ld. Chief Judicial Magistrate, Smt. Surekha Rani, Ld. Addl. Civil Judge (Sr. Div.) and Smt. Kulwinder Kaur, Ld. Civil Judge (Jr. Div.) were constituted.
Sh. Virinder Aggarwal, Ld. District & Sessions Judge, Barnala informed that total 693 cases were taken up in this National Lok Adalat through physical appearance of the parties and through E-Lok Adalat and out of which 599 cases were disposed of and awards of Rs. 1,82,77,512/- were passed.
He told that Judicial Officers worked very hard in this COVID-19 period and made efforts in Pre-Lok Adalats held every day from 15 November to 10 December and prevailed upon the parties to enter into compromise and finally awards were passed in National Lok Adalat.
In one criminal matter, litigation pertaining to the year 1995 has been ended in National Lok Adalat. Earlier one FIR was registered against the accused u/s 323, 342, 365, 506, 34 of IPC at Police Station, Barnala but later on, untraced report was presented before the court which was accepted. Aggrieved from this order, complainant Jaswant Singh filed a criminal complaint against Mohinder Singh DSP and others. In this complaint, accused were convicted by the court of Sh. Amrinder Pal Singh, Ld. ACJM, Barnala. On 21.12.2019 thereafter appeal was filed by the complainant for enhancement of sentence but during the pendency of appeal before the court of Sh. Virinder Aggarwal, Ld. District & Sessions Judge, Barnala, compromise has been effected between the parties due to the efforts made by Ld. District & Sessions Judge. Now today in the National Lok Adalat, complainant Jaswant Singh withdrawn the appeal by suffering a statement that compromise has been effected between the parties.
In another five year old case, there was a dispute between Kulwant Rai landlord and Kailash Chand tenant regarding one shop. Petition was filed by landlord Kulwant Rai for the ejectment of tenant Kailash Chand from the said shop on the ground of non-payment of rent and bonafide personal necessity. It was hotly contested petition which was decided by Ld. Rent Controller Barnala in the year 2018 in favour of landlord Kulwant Rai and the tenant Kailash Chand was directed to handover the vacant possession of the shop to the landlord within 1 month. Aggrieved with the said order, appeal was filed by tenant Kailash Chand which was pending in the court of Sh. Barjinder Pal Singh, Ld. Addl. District Judge, Barnala. In the National Lok Adalat, with the efforts of Sh. Virinder Aggarwal, Ld. District & Sessions Judge, Barnala, compromise was effected between the parties and the tenant Kailash Chand has suffered a statement before the court that he has vacated the demised shop and handed over the vacant possessions of the said shop to the landlord. Thereafter, respondent Kulwant Rai has suffered a statement that compromise has been effected with the tenant Kailash Chand and he has taken the possession of shop in dispute. Thereafter, due to compromise in National Lok Adalat, appeal was withdrawn by tenant Kailash Chand.
